• Resumen

  Este artículo realiza una sinopsis sobre la evolución de la planificación argentina por parte del principal órgano del sistema nacional de planificación, el Consejo Nacional de Desarrollo (CONADE), con el objetivo de relacionarla con la evolución institucional, pero también con las políticas económicas adoptadas en cada etapa. Aquí se analiza la configuración de capacidades estatales específicas, se señalan sus aportes a la institucionalidad económica y se marcan sus deficiencias relativas al modelo de estado desarrollista. El artículo está centrado en el surgimiento del CONADE, su constitución interna, su ampliación y perfeccionamiento en el período radical y su funcionamiento bajo el régimen autoritario de la Revolución Argentina. Finalmente, haremos un balance de sus logros y fracasos.

• Abstract

  This article provides an overview on the evolution of Argentine planning and the main body of the national planning system, the National Development Council (CONADE). It seeks to link them to institutional developments, but also to the economic policies adopted at every stage. The configuration of specific state capacities is analyzed, as well as their contributions to economic institutions, and their deficiencies relating to developmental state model. In short, the article focuses on the emergence of CONADE, its internal constitution, expansion and improvement in the radical period and its operation under the authoritarian regime of Argentine Revolution. Finally we take stock of their achievements and failures.
